What Is Maui’s Bill 9?
Bill 9 is a proposed county law focused on short-term vacation rentals in apartment-
zoned areas. For years, some condo complexes built as long-term housing have been
allowed to operate as vacation rentals under current rules.
The goal of the bill is to help restore local housing by eventually phasing out these
short-term rentals in certain apartment zones. The county hopes those units can return
to long-term use for Maui residents over the next several years.
The passing of this bill is still in process, and no decisions have been finalized as of
the time of this blog post. Should it pass, there is a 3-5 year time period before these
vacation rentals would no longer be able to do business, depending on what area of the
island they are in.
What It Doesn’t Mean
Despite what some headlines suggest, Bill 9 does not mean all Airbnbs or vacation
rentals on Maui would be banned.
The proposed law would only affect properties in apartment-zoned areas.
It would not affect:
Hotels or hotel-zoned resorts (like Makena Surf!)
Vacation rentals in resort-zoned communities
Legally permitted bed-and-breakfasts or short-term rental homes
So, while some condos may eventually transition away from short-term use, many
vacation rentals, like Makena Surf, would remain completely legal and available.
What This Means For Travelers
If you’re planning a Maui vacation, there’s no need to worry — vacation rentals across
the island remain open and welcoming while local officials continue to discuss Bill 9.
For now, visitors can still choose from a wide variety of stays. Maui continues to offer
